CGI scripts come in a number of different languages, such as Perl. These tend to run on the server and are uploaded into the cgi-bin, although this is not always going to be the case. The cgi-bin, however, does give you additional security that is not available when you have them residing in the public area of your server. The reason why this is the case is because you may need to set permissions on the CGI scripts that will allow hackers access to the server. Always make sure that you trust any of these scripts before you begin using them, as it can cause some problems if you are not careful.
